The Federal Detention Center in Philadelphia, Pennsylvania, seeks to award a firm-fixed price, indefinite-delivery/requirements contract for the provision of Jewish religious services to the inmate population under the care of the U.S. Attorney General. The work will be performed within the Chaplaincy Services Area of the facility located at 700 Arch Street, Philadelphia, PA 19106, with services primarily delivered in the chapel during up to 24 scheduled sessions annually. The contract includes a base period of one year from the Effective Date of Award and four optional one-year renewal periods, exercisable solely at the government’s discretion under FAR 52.217-9. This is a total small business set-aside under NAICS code 813110, and all offerors must be certified small businesses. The solicitation requires that the contractor provide a credentialed Jewish Rabbi with Smicha from an accredited seminary, a minimum of two years’ experience as a practicing Rabbi, and proof of good standing with a recognized Jewish religious organization. All personnel must pass a federal background investigation per BOP Program Statement 3000.03, including fingerprinting, NCIC and DOJ-99 checks, and a urinalysis test—any positive result results in immediate disqualification. Service providers must undergo a four-hour orientation, wear appropriate professional or religious attire, avoid supervising inmates, and submit detailed visit logs for monthly invoicing. The government conducts all inspection and acceptance at the detention center, based on compliance with contract terms, industry-accepted standards, and applicable laws. Contracting officers reserve the right to monitor performance and issue reports for noncompliance. FAR clauses such as 52.212-4, 52.203-17, 52.228-5, and DOJ-02 are incorporated, mandating whistleblower protections, insurance coverage, privacy compliance, and restrictions on internal confidentiality agreements. Price proposals must include a single unit price for services, with a 7.65% FICA adjustment applied to individual contractors not incorporated. The contract requires electronic payment information and monthly billing statements with service documentation but does not specify invoicing systems. The sole attachment referenced, “SOW PHL Window Glazing.pdf,” appears unrelated to the scope of Jewish religious services, raising potential inconsistency in documentation. No pricing or total estimated value is disclosed in the solicitation, as pricing is to be submitted by offerors and evaluated
