The Bureau of Reclamation is seeking proposals for a firm fixed-price contract to supply new shaft seals and wicket gate seals for the JF Carr Power Plant, located near Redding, California. The project involves rehabilitating the plant's 85.6 MW units, with the contractor responsible for designing and fabricating packing that meets or exceeds original manufacturer specifications. Key requirements include the delivery and unloading of seals at the power plant site. Notably, while existing component dimensions will mostly remain unchanged, the wicket gate seal internal diameter must be enlarged by 0.100 inches to accommodate new wicket gates with a larger outer diameter. This adjustment is necessary for government personnel to line bore the wicket gate bushings for proper fitment. Reference drawings are provided for scale only; exact manufacturing dimensions will be given after unit disassembly. This procurement is open to all businesses and is governed by strict registration requirements, including active registration in the Central Contractor Registration (CCR) database and compliance with Annual Representations and Certifications as per FAR regulations. The solicitation, identified as R09PS20125, was expected to post around August 31, 2009, with proposals due by approximately September 16, 2009. Solicitation documents are available exclusively online, with paper drawings provided only to those registered on the bidder's mailing list. The contract falls under the NAICS code 339991, related to manufacturing, with a small business size standard of 500 employees. Questions about the solicitation are directed to the designated Bureau of Reclamation contact.
