This contract, solicited by the Port Authority of New York and New Jersey under reference JFK-613.021 (RFx 7*765) (ADV), is for immediate repairs to a variety of infrastructure assets at John F. Kennedy International Airport in Queens, New York, including buildings, bridges, piers, retaining walls, and utilities, as directed by the Engineer via Work Orders. The scope also encompasses assisting with scheduled inspections, repairing any damage caused during those inspections, and performing related tasks under the Engineer’s supervision. All work must comply with applicable building codes, best modern practice, and recognized industry standards such as ASTM, ANSI, AASHTO, and manufacturer guidelines, with final acceptance determined solely by the Engineer. The contract operates under an Immediate Repairs Work Order structure with IR Net Cost compensation, meaning payments are based on actual labor and material costs incurred per task, not fixed pricing. Bidders must meet stringent prequalification criteria including five years as a general contractor performing similar work, completion of at least one comparable contract within the last five years, three years of experience responding to emergency repair calls on a 24/7 basis, and the demonstrated capacity to maintain multiple simultaneous responses with sufficient labor and equipment. The project manager and superintendent must each have five years of relevant experience and cannot be the same individual. Bidders are required to submit detailed documentation including certified financials, a Statement of Work on Hand, banking details, EMR, and a completed Analysis of Bid. Compliance with prevailing wage rates and participation goals of 20% MBE, 10% WBE, and 3% SDVOB is mandatory, with non-discrimination protections extending to race, color, national origin, sex, sexual orientation, gender identity, age, and disability. The contract term spans four years, with performance triggered by Work Orders issued during that time, and liquidated damages of $1,000 per calendar day apply for delays. Bidders must also provide a bid bond and comply with rigorous site security, safety, and access requirements, including adherence to 29 CFR 1926 safety standards and customs-controlled zone protocols. Proposals must be submitted electronically via the Bonfire platform by the specified deadline, and failure to meet any prerequisite renders a bid non-responsive.
