This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of small business (SB) firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the experience, skills and capabilities to perform the described project are invited to provide feedback via email to contact@example.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Small Business, Certified 8(a), Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for the manufacture and installation of thrust washer gap covers on the Joint Federal Project Hubs. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE to indicate their interest in the project; however, preference will be given to the SB categories listed above. The Government must ensure there is adequate competition among the potential pool of available contractors. This project is planned for advertising in March/April 2019. The anticipated period of performance is approximately 180 calendar days however may be longer due to the water restrictions on the dam. The resulting contract type is expected to be a Firm-Fixed Price. The NAICS Code is 332312 - 332312 - Fabricated Structural Metal Manufacturing, with a size standard of 500 employees. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, any 8(a) concern will perform at least 50% of the cost of manufacturing the supplies, not including the cost of materials. PROJECT DESCRIPTION JFP Trunnion Hub Thrust Washer Gap Cover Manufacture and Installation: Currently there exists a gap between the thrust washer and the hub on the trunnion assemblies of each of the six tainter gates at the Folsom Dam Auxiliary Spillway. Because there is the potential for dust and debris to fall into the pin and hub bushing, USACE is proposing the installation of covers over the hub thrush washer gaps. There are 2 hubs at each of the 6 tainter gates, and each hub has 2 thrush washer gaps, resulting in the need for a total of 24 covers. Please see the attached photos of the thrust washer gaps. Material compatibility will be an important design component. It is anticipated that the covers will be approximately 2" in width, and fabricated from structural steel that will be painted for corrosion protection. The covers will extend approximately - of the circumference of the hub diameter. Metal covers will likely be attached with bolts screwed into tapped holes. A rubber gasket (or similar acceptable material) will likely be used to achieve a seal between the moving surfaces (hub and pedestal). Other design and performance considerations include but are not limited to the following; Location of the bolted connections; - Bolt size, spacing, ability to tap, etc.; - Flexibility of the seal assembly (i.e. ability of the seal assembly to handle shear forces due to contact with other surfaces during gate operation); - Thickness of the seal and clamp plate; - Is polytetraflouroehtylene (PTFE) required against thrust washer? If so, determine end detail (i.e., can manufacturer extend to the ends?); - Optimization of design for ease of installation/maintenance (lifting lugs, bolt details to minimize dropping pieces to the invert below) vs. seal performance; - How can design (with selected seal thickness, clamp plate thickness, and bolt size and spacing) be proven to be water resistant or without visible gaps (i.e., a feeler gauge cannot slide between the seal and pedestal or hub) before installation?; and - How can the 1.5" wide pin surface at the base of the thrust washer gap be pressure washed / cleaned before cover installation? The gap is nominally 1/8" wide. Contractor will be required to submit shop drawings for Government approval prior to installation of the thrust washer gap cover. Please note, man-lift access will be required because the hubs are about 30 feet above the conduit invert. The man-lifts will have to be lowered into the spillway chute (and later removed) using a crane. The crane may need to pull the manlifts from the chute every day. Traction in the chute will be important since biological growth on the concrete surface of the chute can impact traction. All work performed in the spillway requires gate lock-out/tag-out procedures (i.e. US Bureau of Reclamation clearances), which will require prior coordination and approval. Additionally, Reclamation will likely impose many restrictions to any proposed construction work in the spillway during the flood season (14 Nov to 28 Feb), so it is preferable to schedule the work during the summer or early fall. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 10 pages. 1) Offeror's name, DUNS#, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in proposing on the solicitation when it is issued. 3) Offeror's capability to perform contracts of this complexity and comparable work performed within the past 10 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. If responding as a joint venture, provide at least 3 examples performed by the Joint Venture. 4) Offeror's socioeconomic type and business size (Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a), WOSB, etc.). 5) Offeror's Joint Venture information if applicable - existing and potential. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Please ensure that all information is submitted as one (1) document. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, etc., or all Small Business firms or proceed with full and open competition as Other Than Small Business. Offers that do not meet all requirements or submit within the allotted time may not be considered. Please notify this office in writing by email by 10:00 AM Pacific Time on Monday, 11 March 2019. Submit response and information through email to: contact@example.gov. Please include the "Response to Sources Sought No. W91238-19-Q-0021" in the subject line.
