This initiative aims to implement innovative, commercial satellite command and control (C2) mission operations services to reduce observation costs and integrate technological advancements. The scope includes 24x7x365 C2 capabilities, mission planning, flight dynamics, and telemetry processing for multiple constellations, including JPSS, SOLAR-1, and GOES-R, with a goal of full operational capability by 2029 and demonstrations beginning in 2028. The procurement follows a multi-phase competitive down-select process. Phase I requires the submission of a white paper, due October 26, 2026, which must include an executive summary, a detailed solution aligned with the Statement of Objectives, a value proposition, and Rough Order of Magnitude (ROM) pricing. Selected offerors will proceed to Phase II for final evaluation based on technical superiority, innovation, and data rights. Technical requirements include compliance with FISMA High Impact Level and NIST 800-53 or NIST SP 800-171 security controls, as well as the ability to host ITAR and EAR information. While operations are unclassified, the handling of Type 1 encryption keys may require additional security measures.

Meadowlands Sustainment
Solicitation # FA8819(10-2026)
The Space Systems Command, located at Los Angeles Air Force Base, is conducting market research through a Sources Sought notice to identify capable contractors for the sustainment of the Counter Communications System (CCS) Meadowlands. This effort involves the technical, logistical, software, and hardware support for a geographically dispersed fleet of up to 56 systems operating across the UHF, L, C, Ku, and KA RF bands. The scope of work includes organizational, intermediate, and depot-level maintenance, supply chain management for obsolescence and spares, and comprehensive software sustainment including cybersecurity remediation and configuration control. The systems are deployed across USCENTCOM and USPACOM, with additional support requirements for EUCOM, SOUTHCOM, and NORTHCOM. The government is considering a firm-fixed-price contract structure with potential performance incentives based on metrics such as mission-effective system-hours. The envisioned period of performance is approximately six years, consisting of a one-year base period and five option years. Due to the nature of the work, contractors must be capable of operating within secure facilities at various security levels, including Secret, TS/SCI, and SAP F. While currently listed with no set-aside, the government reserves the right to set the acquisition aside for small businesses, including woman-owned and socially disadvantaged firms. Interested parties must submit a Statement of Capabilities by November 18, 2026, detailing their technical approach to mission effectiveness, workforce surge capacity, and transition continuity.

Intent to Sole Source - Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP)
Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.

CONTRACT NUMBER: FA4610-18-C-0003 DESCRIPTION: NOTICE OF INTENT TO AWARD BRIDGE ACTION ON A SOLE-SOURCE BASIS The 30th Contracting Squadron (30 CONS) at Vandenberg AFB, CA intends to extend performance on the existing Geolocation Global Support Services (GGSS) contract via award of a consecutive bridge action on a sole source basis to Kratos RT Logic, Inc. (CAGE: 09SP4) (FAR 6.302-1 - 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The Government contemplates the proposed action to consist of the following option periods: Option Period 3: 12 months (01 December 2019 - 30 November 2020) Option Period 4: 6 months (01 December 2020 - 31 May 2021) Option Period 5: 6 months (01 June 2021 - 30 Nov 2021) Kratos RT Logic, Inc. currently performs requirements for GGSS under contract FA4610-18-C-0003. 30 CONS is working to award a new GGSS requirement and competitive acquisition is currently underway. A solicitation for the new requirement will be available on the Federal Business Opportunities (FBO) website within the next 12 months. The requirement for GGSS is to provide the Joint Force Space Component Command (JFSCC) with constant (24 hours per day, 7 days per week, every day of the year) bandwidth monitoring, detection and geolocation of interference in C- and Ku- bands specified for worldwide coverage, defined as all areas between 70 degrees North latitude and 70 degrees South latitude. The scope includes providing JFSCC support in resolving interference events through employment of mitigation strategies to include geolocation activity. The loss of GGSS support poses an immediate risk due the unique operations of the JFSCC critical mission systems. Failure to provide this support would seriously impact operations in support of national defense. The time it would take for a new contractor to get on board to perform these same services would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. Additionally, it would create unacceptable delays in fulfilling the agency's requirements as a result of the potential break in service thereby negatively impacting the JFSCC mission. Kratos RT Logic, Inc. currently holds all required certifications, clearances, and capabilities required to perform required services; is familiar with established processes and procedures; and is otherwise eligible for contract award under all applicable laws and regulations. Therefore, it is in the best interest of the Government to execute a consecutive bridge action via award on a sole source basis to Kratos RT Logic, Inc. Kratos RT Logic, Inc. is currently the only company capable of adequately providing GGSS in a timely manner, without a break in service, and with minimum impact to mission support operations. The closing date and time for any responses to this proposed contract action is 12 August 2019 at 10:00 A.M. PST. Written responses to this notice of intent shall be sent to the attention of Lucille Ngiraswei, Contracting Officer, at lucille.ngiraswei.2@us.af.mil.
