The Naval Air Systems Command plans to award a firm-fixed price contract to Sikorsky Aircraft Corporation for non-recurring engineering services focused on developing shipboard tie-down arrangements for the MH-60R and MH-60S helicopters aboard the JHSV ship. This work involves analyzing ship accelerations, motion, and landing gear responses under various weather and sea conditions to ensure the structural integrity of tie-down points, landing gear, and chains. Existing tie-down patterns for other ship classes cannot be used due to differences in pad eye spacing on the JHSV, necessitating new design patterns. Sikorsky is uniquely qualified for this contract as it owns the proprietary stress limit data and possesses the necessary technical knowledge and experience to complete the work within the required timeframe. The procurement will proceed on a sole-source basis under FAR 6.302-1 authorization, as Sikorsky is the only known source with the requisite data and expertise. Although this notice is not a request for competitive proposals, all capable sources are invited to submit capability statements or proposals for consideration. The contract is listed under the solicitation number N00019-08-G-0010-25-Jan-2012 and will be managed by the Naval Air Systems Command office located in Patuxent River, Maryland, with the place of performance in Stratford, Connecticut. Key points of contact include a contract specialist and contracting officer for any inquiries or submissions.
