The contract outlines the use of a Unit Price Book with preset unit prices for the County's Job Order Contracting (JOC) program, which is managed through The Gordian Group's proprietary JOC Solution. This solution includes an information management system, applications, construction cost data, and a construction task catalog, all of which the contractor must use exclusively to fulfill their contract obligations such as preparing job order proposals, price proposals, subcontractor lists, and other county requirements. Access to this system requires the contractor to sign Gordian’s General Terms of Use and pay a license fee based on a percentage of each job order price. This license fee is incorporated into the contractor’s adjustment factors and applies to all job orders under the contract. Only contractors who successfully passed the initial prequalification phase were invited to submit bids in the subsequent phase, with awards made based on best value evaluations using county-provided plans and specifications for typical work. The contract pertains specifically to electrical services and is solicited by OC Public Works in California, with responses due by June 2, 2026. Communication and procurement inquiries are directed to the designated procurement buyer, ensuring a structured and controlled bidding process aligned with the county’s operational needs and compliance standards.
