The County of Orange, through its OC Public Works agency, is seeking bids for a Job Order Contract (JOC) specifically for Painting Services under solicitation number RFP-080-2968111-DEC2. This contract utilizes a Unit Price Book (UPB) comprised of preset unit prices established by The Gordian Group’s proprietary Job Order Contracting (JOC) Solution, which includes their JOC Information Management System, Applications, construction cost data, and Construction Task Catalog®. Contractors awarded under this contract will be authorized to access Gordian’s system upon executing the General Terms of Use and paying a system license fee based on a percentage of each Job Order price. The contract follows a two-step procurement process where only contractors pre-qualified during the initial phase were invited to submit proposals, and the award is based on a best value evaluation considering plans and typical work specifications provided by the County. The scope of work is detailed through extensive technical specifications and a comprehensive Construction Task Catalog®, covering a broad range of construction tasks including surface preparation, coating applications, repair, and finishing work related to painting services. The contract requires compliance with California labor laws, including prevailing wage and certified payroll provisions, and mandates possession of a valid Class C-33 contractor’s license. Bidders are required to submit electronic proposals by March 12, 2026, following a mandatory pre-submittal meeting and strict bid security, performance, and payment bonding conditions. The contract supports the County’s goal of timely and cost-effective maintenance and repair through clearly defined unit prices, standardized task catalog documentation, and a structured project management and cost control system provided by Gordian’s JOC IMS. The entire process is designed to ensure transparency, compliance, and quality control in the delivery of painting services for Orange County Public Works facilities.
