The contract pertains to a Job Order Contracting (JOC) program for slurry and paving services administered by OC Public Works in California. The County employs a Unit Price Book with preset unit prices and has selected The Gordian Group's JOC Solution to facilitate the program. This solution includes Gordian's proprietary JOC Information Management System, related applications, construction cost data, and a Construction Task Catalog, which the contractor must use exclusively to fulfill contract requirements such as preparing and submitting job order proposals, price proposals, and subcontractor lists. Access to the Gordian JOC Solution requires the contractor to agree to Gordian's General Terms of Use and pay a JOC System License Fee, calculated as a percentage of each job order price and incorporated into the contractor’s adjustment factors. Only bidders prequalified during the initial phase of the solicitation process were invited to submit final bid proposals under solicitation number RFP-080-2999501-MG2. The contract award will be based on best value, evaluated according to typical work plans and specifications provided by the County. The point of contact for this solicitation is Matthew Gill, Deputy Purchasing Agent for OC Public Works. The response deadline for proposals is June 2, 2026, and the work is to be performed in California, with the contracting office located in Santa Ana.
