Job Order Contracting for General Building Construction and HVAC Construction

The City of Fresno is soliciting Job Order Contracting (JOC) services for General Building Construction and HVAC Construction under solicitation number 9726. This indefinite quantity contract allows the City to award up to five contracts for general building and up to three for HVAC construction to the lowest responsive and responsible bidders. The contract term is three years, with the possibility of five one-year extensions through mutual written consent. Bidders must provide a $25,000 bid deposit and submit a comprehensive bid package via Planet Bids by December 1, 2026, including a statement of qualifications, contractor license information, and a noncollusion declaration. Pricing is based on a Construction Task Catalog containing preset unit prices, which are modified by two bidder-provided Adjustment Factors: one for Normal Working Hours (Monday through Friday, 7:00 am to 4:00 pm) and one for Other Than Normal Working Hours. The award is determined by the lowest total of weighted adjustment factors, with normal hours weighted at 80%. To be responsive, the adjustment factor for other than normal hours must be equal to or greater than the normal hours factor, and both must be specified to four decimal places. Additionally, HVAC contractors are required to self-perform at least 20% of total labor hours. Local business preferences may be applied if the bidder submits the required certification form.
