Job Order Contracting Services for Interior Renovations and General Construction Services

The University of Texas at Tyler is soliciting competitive proposals for a Job Order Contracting (JOC) services agreement for interior renovations and general construction services under RFP No. 750-25-26-012, issued pursuant to Section 51.784 of the Texas Education Code. The contract will be awarded on a best-value basis, not necessarily to the lowest bidder, using a point system to evaluate the proposer’s coefficient pricing schedule, company profile including financial stability and past performance, and approach to project execution. The base contract term is two years with two additional two-year option periods, allowing for a potential six-year duration. All work is performed under individual Job Orders that require a detailed work plan, line item proposal, narrative scope of work, construction schedule, and VetHUB compliance documentation. Pricing is based on a Unit Price Book (UPB) multiplied by the contractor’s negotiated coefficient, with non-prepriced items limited to 25% of each Job Order and subject to competitive quoting. Time is of the essence for all services, with performance expectations of five days for projects under $25,000, ten days for $25,000–$100,000, and fifteen days for over $100,000. The contract mandates strict compliance with federal and state regulations, including prevailing wage standards, equal employment opportunity laws, non-discrimination provisions, and OSHA safety requirements. Contractors must provide 100% performance and payment bonds, maintain commercial general liability and business auto liability insurance as primary and non-contributory, and comply with environmental regulations from TCEQ and EPA. A robust quality control system is required, with staffing levels increasing by one quality control person for every fifteen active job orders or $1 million in value, and all personnel must be direct employees of the contractor, not subcontractors. The University retains audit rights over contractor records and books, with retainage set at 5% per Texas Government Code. Payments are NET 30, contingent upon certification by the Owner Designated Representative and review by the Architect/Engineer. Contractors must certify their status as small, minority, or female-owned businesses under Texas law, affirm compliance with the state’s prohibition against boycotting Israel, and refrain from doing business with entities in Iran, Sudan, or with foreign terrorist organizations.
