The City of New Haven, through the Chief Administrative Office, is soliciting a vendor to implement a re-entry workforce development program in collaboration with the Department of Public Works Streets Division. The program aims to provide job skills and training for up to four individuals to enhance the cleanliness of public spaces and rights of way. The selected vendor will provide staff and a supervisor based on a mutually agreed upon schedule at an hourly rate. Beyond active work hours, the vendor is responsible for engaging participants in skill development and job readiness programs to help them secure full-time employment. The procurement process involves a point-based evaluation system, including a cost scoring mechanism that rewards the lowest overall cost. Awardees must comply with strict equal employment opportunity standards, including Executive Order 11246, the Connecticut Fair Employment Practices Act, and the City's Equal Opportunities Ordinance. Requirements include submitting an EEOC packet, attending a pre-award conference, and paying associated EEOC fees based on the contract amount. The contractor must also take affirmative action to engage minority and women-owned businesses for subcontracting. The agreement remains in effect until services are completed to the satisfaction of the City, with all deliverables subject to a thirty-day city review period.
