Texas State University is soliciting proposals under solicitation number CSP-754-JOC-2026 for a Job Order Contracting (JOC) IDIQ agreement to select one or more General Contractors to support the university’s real property maintenance and space renovation needs. Contractors are required to submit a detailed Pricing and Delivery Proposal and a Statement of Qualifications, with award determination based on a weighted evaluation: 60% for pricing and delivery competitiveness and 40% for qualifications, which include criteria such as past performance on Texas State or similar institutional projects, construction team expertise, project planning, safety, and quality control systems. Proposals must be submitted by June 30, 2026, in three individually sealed volumes: one original and five copies of the Statement of Qualifications with Execution of Offer plus one electronic PDF on a USB drive; two hard copies of the Pricing and Delivery Proposal with original signatures and no electronic submissions permitted; and one original and one electronic copy of the HUB Subcontracting Plan. All submissions must conform to strict formatting rules, including a 50-page limit (single-sided) for technical narrative, sequential page numbering, spiral or staple binding, and divider sheets for each qualification criterion. Contractors must comply with prevailing wage schedules, federal and state nondiscrimination laws including Title VI and the ADA, E-Verify requirements, and prohibitions against doing business with Iran, Sudan, or terrorist organizations. Bonding is required for projects over $100,000 (performance) and $25,000 (payment), and these are reimbursable under the JOC.
