JOC 2026 Roads & Bridges

The County of Monterey Department of Public Works, Facilities and Parks is soliciting bids for the Job Order Contract (JOC) 2026 focusing on Roads & Bridges, structured as an indefinite quantity contract with a maximum not-to-exceed value of $6,402,606. The contract spans one year and requires contractors to perform a range of repetitive construction, repair, and remodeling tasks using preset unit prices from the Construction Task Catalog® (CTC), with final project costs calculated by multiplying these unit prices by bidder-provided adjustment factors. Bidders must hold a valid Class A Contractor’s license and submit a $25,000 bid security in the form of cash, cashier’s check, certified check, or a corporate surety bond. Upon award, the successful bidder must furnish both a performance bond and a payment bond, each in the full amount of the contract ceiling. Contract performance is governed by California Labor Code requirements, including the obligation to pay prevailing wages as determined by the State Department of Industrial Relations, and to make a good faith effort to employ at least 50% Monterey Bay Area residents in the total construction workforce, excluding specialty subcontractors. All bidders must be currently registered under Labor Code Section 1725.5 to perform public work. Proposals must be sealed and submitted using forms from the Project Specifications Manual, with bids due by 10:00 a.m. Pacific Time on August 20, 2026, to the Office of the Clerk of the Board of Supervisors in Salinas. Award will be made to the lowest responsive and responsible bidder based on the lowest Evaluation Criteria Figure, with the apparent lowest bidder excluded from consideration for subsequent contracts in the same category. The contract includes a Material Price Spike Adjustment clause to address unexpected material cost fluctuations, and all questions must be submitted in writing by July 30, 2026.
