The City of Carrollton is soliciting bids for the reconstruction of Johnson Avenue from Rome Street to Barnes Avenue and a 250-foot stretch of Barnes Avenue north of Johnson Avenue, as part of a stormwater and streetscape improvement project. Key components include the installation of new storm sewer piping ranging from 18 to 60 inches in diameter along with drainage structures, new 8-inch and 12-inch water mains, new 8-inch sanitary sewer mains with associated manholes, and the reconnection of existing utility services. The scope also involves saw-cutting and demolishing existing pavement, milling and overlaying portions of the roadway, constructing full-depth pavement with curb and gutter, installing new sidewalks and a retaining wall, and re-striping and re-signing all roadways and parking areas. Utility relocations will be required where necessary, and the contractor must coordinate closely with the City Engineer and utility owners to ensure proper adjustments. All work must include comprehensive erosion control measures—installation, maintenance, and removal—as well as permanent site stabilization. The contractor is responsible for minimizing disruptions by coordinating and limiting road, lane, and parking lot closures in consultation with the City Engineer, ensuring public access remains as uninterrupted as possible throughout construction. Continuous communication and coordination with both the Project Engineer and the City Engineer are mandatory to maintain project alignment with municipal expectations and timelines. The solicitation, numbered PE-62250-NONST-2027-000000015, was posted on July 10, 2026, with proposals due by August 11, 2026, and is managed by the City of Carrollton in Georgia under the oversight of Dalton Appleby, who can be reached at 770-830-2000 or dappleby@carrollton-ga.gov. The project emphasizes infrastructure modernization, improved drainage, pedestrian accessibility, and adherence to civic standards through meticulous planning and execution.

The project will include installation of new 18''-60'' storm sewer piping and drainage structures; new 8'' sanitary sewer main piping and manholes; new 8'' and 12'' water mains; reconnecting sanitary sewer and water services; relocation of existing utilities where necessary; saw-cutting and demolition of existing road and parking lots; milling and overlay portions of existing road; new full-depth pavement and curb and gutter for road and parking lots; new sidewalks; installation of a retaining wall; re-striping and re-signing roadway and parking lots; traffic control; erosion control (installation, maintenance, and removal); and permanent stabilization.
