Joint Base Langley- Eustis (JBLE) Architect -Engineer (A-E) Services IDIQ Contract

The U.S. Air Force’s 633 Contracting Squadron at Joint Base Langley-Eustis is conducting market research to identify qualified small businesses capable of providing Architect-Engineer (A-E) services under an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed price contract. This sources sought notice, issued under solicitation number MUHJ26-XXXX and classified as a Total Small Business Set-Aside under FAR 19.5, targets businesses meeting the SBA size standards of $12.5 million for Architectural Services (NAICS 541310) and $25.5 million for Engineering Services (NAICS 541330). The Government plans to award three separate IDIQ contracts for each category, each with a five-year base period and three one-year option periods, to support maintenance, repair, and construction projects across multiple locations including Fort Eustis, Langley Air Force Base, Virginia Beach, and Sandston. Primary responsibilities under this contract include comprehensive design services for multidisciplinary projects encompassing architectural, structural, mechanical, electrical, environmental, and geotechnical disciplines, as well as construction support such as RFI resolution, change order development, cost analysis, and technical documentation. All deliverables must adhere to strict standards including the latest International Building Code, Unified Facilities Criteria, ACC Standards, and CAD Standards version 6.0, with all designs requiring compliance with federal, state, and local regulations. Materials used must be domestically sourced, and all testing—including topographic surveys, soil borings, hazardous material assessments, pressure tests, and corrosion evaluations—is the responsibility of the contractor, who must also secure necessary permits and coordinate with the Base Civil Engineer Project Manager through the Contracting Officer. Work is to be performed under written Task Orders issued against the IDIQ contract by the Contracting Officer, the sole authority for directing changes or approving modifications. Payments are authorized only upon approval of design submittals using the AF Form 3000 and are limited to the percentage of design milestone completion, requiring contractors to submit a detailed payment plan with each delivery order proposal if actual costs diverge from milestone percentages. Key deliverables include a Basis of Design at 35%, 65%, 90%, and 100% design stages, full contract drawings and specifications, environmental and economic analyses, bid and construction schedules, a warranty schedule in Microsoft Excel format, and a design charrette with formal value engineering
