The contract W911S8-26-R-A016, amended by W911S826-R-A016 0001, is a firm-fixed-price solicitation issued by the Department of Defense for comprehensive commercial recycling services at Joint Base Lewis-McChord (JBLM) in Washington and expanded brass collection at Yakima Training Center. It is set aside exclusively for SBA-certified Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under NAICS code 562111. The scope encompasses non-personal services where the contractor is solely responsible for providing all labor, equipment, containers, transportation, and management necessary to collect, transport, process, and market recyclable commodities according to detailed Performance Work Statements (PWS) and associated attachments. Services cover multiple site-specific locations including various commercial buildings, housing areas, motor pools, and flight lines at JBLM as well as specialized handling and certification processes for expended brass shells. The contract includes operational management of two recycling centers on base, adherence to contamination standards, participation in expanded service events, comprehensive reporting requirements, and compliance with applicable environmental, safety, and security regulations. The contract period begins with a six-month base term starting 1 May 2026 and includes four successive 12-month option periods extending through 31 October 2030. Pricing is structured with firm fixed prices tied to a Material Pricing Table for tipping fees and specific recycling services, along with quantified line items for contamination costs. The award criterion is Lowest Price Technically Acceptable (LPTA), where technical capability is evaluated on a pass/fail basis focused on understanding the requirement and the staffing plan, and price serves as the sole differentiator among qualified proposals. Key contract requirements include strict personnel access controls aligned with JBLM security protocols, mandatory DOE and CUI-focused training, a designated supervisor with prescribed availability, and robust safety plans addressing hazards such as unexploded ordnance. Contractor performance and quality are monitored through a formal Quality Control Plan (QCP) and government-led Quality Assurance Surveillance Plan (QASP), including sampling and acceptance inspections at origin and destination points. The contract enforces compliance with a broad range of federal, DoD, and state solid waste regulations and mandates ethical business practices and cybersecurity safeguarding clauses. Invoicing and payment processing are conducted exclusively via Wide Area WorkFlow (WAWF), with defined DoDAACs assigned for contract administration.
