AI Contract Overview
The contract involves the sole-source award of an 8-month Firm Fixed-Price (FFP) bridge extension to Trideum Corporation for continuing Mission Command (MC) training support at the Joint Base San Antonio (JBSA) Mission Training Complex (MTC). The current contract expires on January 28, 2026, with the bridge contract extending performance from January 29, 2026, through September 28, 2026. This non-competitive procurement is justified under FAR 6.302-1 and statutory authority 10 U.S.C. 2304(c)(1), based on Trideum’s unique capability to maintain critical training services without disruption. Trideum’s long-standing incumbency, specialized expertise in integrating administrative, program management, and subject matter experts, as well as their access to secure networks and facilities, render them the only responsible source able to meet the government’s requirements in the limited timeframe. The contract supports the continuation of individual through collective MC training using Live, Virtual, Constructive, and Games for Training (LVC-GFT) simulation methodologies to units stationed at and supported by JBSA, ensuring operational readiness until the planned closure of the MTC at the end of fiscal year 2026. Administrative details highlight that the contract is managed by the Army Contracting Command-Orlando with performance located at Camp Bullis, San Antonio, Texas. The bridge contract reflects a hybrid pricing approach consisting primarily of firm fixed price (96%) with a small cost reimbursable portion (4%) for travel and surge support. The acquisition includes strict facility and network access requirements, mandating contractor personnel hold appropriate security clearances and maintain valid access badges. No competitive proposals are sought, but the government invited interested parties to demonstrate their capability by December 24, 2025, to assist in determining whether competition might be appropriate, though a decision not to compete remains at the government’s discretion. The contract avoids subcontracting competition and omits formal evaluation factors due to its sole-source nature. Oversight will be maintained by government representatives, although specific contracting officer and COR/COTR details are redacted. Overall, the contract ensures uninterrupted mission command training support during a transition period before the phased closure of JBSA’s Mission Training Complex.

*****RECENT UPDATE 4 February 2026: Redacted J&A posted IAW FAR 6.305*****
THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government's intent to award a 8-month, Firm Fixed-Price Bridge Contract, on a noncompetitive basis to Trideum Corporation (CAGE 351S9) for the Joint Base San Antonio (JBSA) Mission Training Complex Capabilities Support (MTCCS) effort. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Army Contracting Command-Orlando (ACC-ORL} and JBSA have identified a need to award a sole source contract to Trideum Corp (CAGE 351S9), to continue performance of JBSA MTCCS requirements. The current JBSA MTCCS Task Order expires 28 JAN 26. The contemplated sole source contract will include a limited performance period of five (5) months, commencing 29 JAN 2026 - 30 SEP 2026, ensuring continuation of mission command (MC) training at the JBSA Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the Mission Training Complex (MTC) to units stationed at and supported by Joint Base San Antonio (JBSA). No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC} training, by the expiration of the current JBSA MTCCS contract performance period (28 JAN 26}. Award to anyone other than the incumbent contractor (Trideum) would result in a significant break in service. Award of this limited Bridge Contract is result of decrements identified in the Program Objective Memorandum for Fiscal Years FY27 through FY31 (POM 27-31), and as a result, the JBSA MTC will close at the end of FY26. This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c}(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than 15 business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
