Amendment 01 (published April 11, 2024): The purpose of this amendment is to publish the Government responses to submitted questions. The DISA Joint Planning and Execution Services (JPES) Program Management Office (PMO) is seeking information from potential sources for: sustaining the operational legacy system that supports the Joint Operation Planning Process (JOPP) and Global Force Management (GFM) Process until the system is modernized and the legacy system can be sunset. The operational legacy system is the Joint Capabilities Requirements Manager (JCRM). JCRM is a tool that takes operational plans inputted into the Joint Operations Planning and Execution System (JOPES) and creates orders for those plans, which in turn are sent to the Department of Defense (DoD) secretary for authorization. JCRM will be modernized into JPES. However, the JCRM transition date is currently not known but is estimated to take place during calendar year 2030. Historically, JOPES and JCRM Sustainment and Maintenance have been issued under one contract/task order, however, it is the Government's intent that by 1st Quarter Calendar Year 2025, JOPES will sunset and transition to JPES. As a result, it is anticipated that JOPES support will no longer be needed, however, JCRM sustainment and maintenance will be required until JCRM is modernized and transitioned to JPES. The scope of this effort includes project management as well as support and maintenance for JCRM only. DISCLAIMER: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE. ANY INFORMATION SUBMITTED BY RESPONDENTS IS STRICTLY VOLUNTARY.

Electromagnetic Spectrum (EMS) Information Technology Modernization Support
Solicitation # 632675877
The Defense Information Systems Agency (DISA) is seeking sources for the Portfolio Acquisition Executive (PAE) Command, Control, Communications, and Enterprise (C3E) Electromagnetic Spectrum Information Technology Modernization (EMS-IT Mod) Support Contract. This new requirement is for Systems Engineering and Technical Assistance (SETA) to provide advisory, systems engineering, and program management support. The primary objective is to transition legacy spectrum management and situational awareness systems, such as GEMSIS and SXXI, into a unified, cloud-native, AI-assisted ecosystem on the Maven Smart System (MSS) using the Edge Data Mesh and Joint Operational Edge Cloud. To prevent organizational conflicts of interest, the contractor is prohibited from performing hands-on platform coding or software development on the MSS baseline. The anticipated period of performance runs from February 15, 2027, to February 14, 2031, consisting of a twelve-month base period and three twelve-month option periods. The contract will be a hybrid structure featuring Firm-Fixed-Price (FFP) for task order management and Cost-Plus-Fixed Fee (CPFF) for product management, strategy, mission analysis, user experience, and training. Work will be performed at the contractor's site and at DISA Headquarters in Fort Meade, Maryland, with classified work restricted to government facilities. Required capabilities include expertise in user-centric design for disconnected, disrupted, intermittent, and limited (DDIL) environments, EMS mission analysis workflow optimization, and the integration of physics-based modeling and simulation into cloud and edge environments. Additionally, vendors must demonstrate experience integrating EMS capabilities with Joint Command-and-Control and Joint Tactical Fires systems, as well as utilizing large language models and machine learning for legacy data migration. All vendors must possess a Secret facility clearance, and personnel must hold at least a Secret security clearance. This effort is categorized under NAICS 541330 for Engineering Services.
