18 CONS, Kadena Air Force Base, intents to award a firm-fixed price contract for 18 OSS to Chemring Energetic Devices. 18 OSS currently requires Joint Combined Aircrew Systems Tester (JCAST: P/N6177100-20) that inspects Combat Edge bladders and other various equipment within Aircrew Flight Equipment. It also can serve as back-ups for the transient forces that are coming into Kadena AFB if one of their testers falls out of calibration. This product is identified to be solely manufactured by Chemring Energetic Devices. No other authorized resellers or sources for this system, its parts, or its maintenance are known to the Government. This notice is not a request for competitive quotes. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. All quotes received by the date of close specified herein will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No requests for proposals or quotes will be issued based upon this Special Notice. Interested parties may identify their interest and may submit a quote by 10:00 AM JPT, 02 Aug 23.
