Joint Interim Joint Secure Interoperable Live-Virtual-Constructive Solution (JSILS)

The Naval Air Systems Command (NAVAIR) intends to solicit a proposal from Cubic Defense Applications, Inc., (CAGE 94987) of 9333 Balboa Avenue, San Diego, CA 9213-1515 for maturation support of the Secure Live Virtual Constructive Advanced Training Environment (SLATE)- Advanced Technology Demonstration (ATD) via design, engineering, and test/demonstration from a Technology Readiness Level (TRL) 7. The intended contract action will be for support of the SLATE-ATD maturation objectives through labor support, material purchase/ordering/production, installation and site support, and Non-Recurring Engineering (NRE). The Government effort supported by this program is the Interim Joint Secure Interoperable Live-Virtual-Constructive (LVC) Solution (JSILS) under Basic Ordering Agreement (BOA) N00421-19-G-0005. The support provided by Cubic Defense Applications, Inc. will further develop and refine the blended Live Virtual Constructive (LVC) training environment in order to increase threat density and realism in training scenarios while simultaneously lowering the cost to train. The effort will be procured on a sole source basis under NAICS 541330 (Engineering Services) and PSC R425 (Support-Professional: Engineering/Technical), pursuant to the authority of FAR 6.302-1 - Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. Cubic is the sole developer and manufacturer of the SLATE hardware, and software infrastructure and provided direct support in porting the Fifth Generation Advanced Training Waveform (5GATW) into the Software Defined Radio and integration of all major subsystems of the SLATE ATD Live-Virtual-Constructive (LVC) family of systems. Therefore, Cubic Defense Applications, Inc. is the only known responsible source with the necessary technical data, knowledge, experience, and expertise to successfully perform the required effort. Subcontracting inquiries shall be directed directly to Cubic Defense Applications, Inc. This synopsis is for informational purposes only and is not a request for competitive proposals. However, for market research purposes, interested and potentially capable parties may identify their interest and capability by responding in writing to this announcement via email to the Contract Specialist listed no later than 15 days following the posted date of this synopsis. The Government will utilize the capability statements received as market research data to confirm the sole source acquisition intent or to reconsider a competitive procurement. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
