The Joint Land Component Constructive Training Capability (JLCCTC) program seeks to procure software development, integration, testing, fielding, and ongoing support services for a complex simulation system that enables comprehensive training for Army commanders and their staffs worldwide. Managed by the Army’s Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), JLCCTC provides a high-fidelity, composable federation of models and simulations designed to support decisive action training across brigade to theater levels. The system integrates software products such as OneSAF and Synthetic Environment Core and interoperates with various joint and coalition training architectures. The contract emphasizes software-intensive system engineering, information assurance, software upgrades, post-deployment support, and extensive fielding activities across more than forty sites globally. Industry participation was solicited through a Request for Information (RFI) to identify qualified sources capable of fulfilling these needs, with an emphasis on firms experienced in software development under NAICS code 541512. Interested parties were required to demonstrate qualifications including CMMI Level III maturity, experience with constructive simulations and interoperability, compliance with risk management frameworks, and experience supporting Army Mission Training Complexes. The RFI process included an Industry Day and one-on-one sessions, allowing potential offerors to engage with the government team. Submission requirements detailed company information, past performance, and interest in prime or subcontracting roles. All responses were due by March 30, 2018, with the understanding that this RFI did not constitute a commitment to award and that the government would not reimburse any costs incurred in the response process.
