The Naval Air Systems Command (NAVAIR) plans to award a sole source Basic Ordering Agreement to Raytheon Missile Systems for the development and low-rate initial production of Captive Air Training Missiles (CATM) related to the Joint Standoff Weapon (JSOW) program. This contract will be structured as a Cost Plus Fixed-Fee agreement, focusing on the creation of a technical data package and production of limited quantities of the training missiles. Competition is not being sought for this requirement, as only Raytheon possesses the specialized knowledge, experience, and access to unique technical data necessary to meet the government’s specific needs, given their longstanding involvement with the JSOW system since the early 1990s. This acquisition is being conducted under statutory authority that allows sole source awards when only one responsible provider can fulfill the requirements. The nature of the JSOW’s unique hardware and software design precludes the use of commercial off-the-shelf components, further reinforcing the justification for this sole source approach. While subcontracting opportunities may be available through Raytheon, entities interested in the contract must be registered in the Department of Defense’s Central Contractor Registration database. The synopsis does not represent a solicitation or a commitment to contract, and the government holds full discretion over awarding the contract and is not liable for any costs incurred by interested parties prior to award. The place of performance is Tucson, Arizona, where Raytheon Missile Systems is located.
