The Defense Health Agency is conducting market research to modernize joint medical planning capabilities, specifically seeking a cloud-capable and joint-interoperable solution to replace the legacy Joint Medical Planning Tool and Medical Planners Toolkit. The goal is to enhance medical modeling and simulation for various operations, including Large-Scale Combat Operations and Humanitarian Assistance. Key technical requirements include end-to-end casualty continuum modeling, stochastic logistics projections for medical materiel and blood, dynamic physiological deterioration modeling, and the ability to operate in disconnected or low-bandwidth environments. The modernized system must ensure seamless data interoperability with existing health records and multinational systems while adhering to DoD Impact Level 5/6 security standards and continuous authority to operate protocols. Interested industry partners are invited to submit responses by September 13, 2026. This request for information is for planning purposes only and does not constitute a formal solicitation or a commitment by the government to award a contract.

Overview

The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information System (JOMIS) Program Management Office (PMO), is conducting market research to inform acquisition planning for the modernization of joint medical planning capabilities.

The JOMIS PMO requires a modernized, cloud-capable, and joint-interoperable solution for efficient, adequate, and reliable medical modeling and simulation. This capability must support the development of realistic, scenario-based estimates to satisfy baseline requirements for survivability, patient safety, and quality of care during major combat operations, such as anticipated Large-Scale Combat Operations (LSCO), Defense Support of Civil Authorities (DSCA), Humanitarian Assistance and Disaster Relief (HADR) missions, and multi-domain operations below the threshold of conflict.

High-Level Objectives:

The Government is seeking innovative industry solutions to modernize and replace its legacy Joint Medical Planning Tool (JMPT) and Medical Planners Toolkit (MPTk) applications. Key areas of interest for the modernized capability include:

  • End-to-End Casualty Continuum Modeling: Dynamic simulation of the patient pathway from Outside the Contiguous United States (OCONUS) Point of Injury (POI) through definitive Contiguous United States (CONUS) treatment and Return to Duty (RTD).

  • Stochastic Logistics Projections: Moving beyond static, historical averages to calculate real-world Class VIIIA (Medical Materiel) and VIIIB (Blood) consumption rates and local stockout risks.

  • Dynamic Physiological Deterioration: Modeling the progression of clinical trauma (e.g., hemorrhage, sepsis) over time, particularly under prolonged field care constraints.

  • Multi-Domain and DDIL Operations: Ensuring full system operational capability in Disconnected, Disrupted, Intermittent, and Low-bandwidth (DDIL) environments with robust database synchronization and conflict resolution.

  • Interoperability and Data Ingestion: Seamless integration and normalization of disparate data formats from existing Joint, Service-specific, and multinational/coalition systems, including modern Electronic Health Record (EHR) data.

  • Security & Authority to Operate (ATO): Alignment with DoD Impact Level 5/6 (IL5/IL6) environments, Continuous ATO (c-ATO) pathways, and RMF cybersecurity protocols.

Submission Instructions:

This RFI seeks industry feedback on the attached Request for Information (RFI) Document to inform upcoming acquisition strategy decisions and requirements formulation.

  • Maximum Page Limit: 15 Pages (excluding company profile sections).

  • Proprietary Information: Any proprietary information submitted must be clearly marked. Respondents must explicitly grant permission for the Government’s designated contractor support personnel to review the submitted materials.

  • Submittal Deadline: Responses must be submitted electronically via email to Domonique Holmes at Domonique.p.holmes.civ@health.mil and Beth Ruckwardt at Elizabeth.m.ruckardt.civ@health.mil no later than September 13, 2026, at 1500 Eastern Time.

This notice is for planning purposes only and does not constitute a solicitation, Invitation for Bid, Request for Proposal, or a commitment by the Government to contract. Participation is completely voluntary, and the Government will not compensate respondents for any costs incurred in preparing or submitting responses to this RFI.

Request for Proposal (RFP) for a Comprehensive and Scalable Applicant Tracking System (ATS) to Enhance Recruitment Efficiency and Candidate Experience
Solicitation # 100032158
Canada is seeking proposals for a modern, scalable Applicant Tracking System (ATS) to enhance the recruitment process for the Canadian Digital Service, with the goal of improving candidate management, streamlining workflows, and integrating with existing tools to attract digital professionals. The solicitation, numbered 100032158, was issued on July 21, 2026, with responses due by August 31, 2026, and is managed by Employment and Social Development Canada through Nancy Trepanier as the Contracting Authority. The contract is awarded on a Lowest Price Technically Acceptable basis, requiring all offerors to meet mandatory technical criteria including granular access controls, recruitment activity reporting, time-to-hire tracking, candidate source tracking, and rejection reason tracking—all assessed on a pass/fail basis. Only compliant offers are considered for award, with selection determined solely by the lowest evaluated price. The base contract term runs through September 30, 2028, with three optional one-year extensions available at the government’s discretion, subject to ten-day advance notice. Performance is delivered remotely via cloud-based services, which must be hosted by a Canadian supplier to ensure data residency and compliance with Canadian standards. The system must comply with stringent security and accessibility requirements, including adherence to the Contract Security Manual, CAN/ASC EN 301 549 accessibility standards, and baseline security controls for Protected B data as defined by the GC Cloud Security Profile. Contractors must hold a valid Designated Organization Screening and Document Safeguarding Capability at the Protected B level issued by the Contract Security Program, and all personnel accessing sensitive information must be Canadian citizens with valid Reliability Status clearances. Privileged user accounts are prohibited for contractor staff, and subcontractors require prior written approval from the Contract Security Program. Compliance with ISO/IEC 27001:2022, ISO/IEC 27017:2015, and AICPA SOC 2 Type II audits is mandatory, along with submission of a Cloud Security Alliance CCM v4+ report. Proposals must be submitted via email in three distinct sections—Technical Offer, Financial Offer, and Offer Submission Form—along with required annexes, not exceeding 13MB in size. No UEI, CAGE, or socioeconomic certifications are required, but failure to certify integrity-related statements triggers mandatory submission of an Integrity Declaration Form.
