The acquisition specifies a brand-name commercial product manufactured solely by JPS Interoperability Solutions, Inc. Under RFO competition principles, the brand-name item represents the only hardware capable of meeting the Governments minimum mission requirements without catastrophic network disruption or unlawful parallel network architectures.Conducted pursuant to RFO FAR Part 12 (Acquisition of Commercial Products and Commercial Services). The Government requires brand-name JPS Interoperability Solutions hardware and proprietary interface cabling to expand existing Radio over IP (RoIP) dispatch operations across KYARNG tactical command centers and Joint Operations Centers (JOC). All items are Commercial Off-The-Shelf (COTS).The KYARNG G6 Mission Command Division has standardized its tactical and domestic communications infrastructure on the JPS Interoperability Solutions Radio over IP (RoIP) ecosystem, currently maintaining 10 fielded JPS units, including Z-Series controllers and RSP-Z2 gateway units. The specific justifications supporting this sole source brand-name determination include: System Interoperability and DoD Instruction 8330.01 Compliance: In accordance with DoD Instruction (DoDI) 8330.01 (Interoperability of Information Technology, Including National Security Systems), managed equipment from disparate manufacturers cannot reside on the same tactical communications network without extensive laboratory testing, recertification, and separate Risk Management Framework (RMF) authority. Introducing non-JPS consoles would require establishing parallel network structures to comply with cyber directives, which is explicitly prohibited by DoDI 8330.01. Proprietary Direct Hardware and Firmware Compatibility: The requested MCC-8 and MCC-4 dispatch consoles communicate directly with fielded JPS Z-Series controllers via proprietary communications software, digital control protocols, and encryption handshakes. Furthermore, the specialized APX consolette interface cables (P/N 5961-291414-15) provide factory-engineered, direct pinout connections to KYARNGs existing fleet of Motorola APX consolette radios. Third-party cabling or non-JPS consoles introduce signaling latency, impedance mismatches, and severe audio packet loss during emergency push-to-talk dispatches. Substantial Duplication of Cost and Operational Impact: Procuring any alternative manufacturers brand would require the deinstallation and replacement of the entire existing JPS RoIP backend infrastructure, rewiring command consoles, and retraining all G6 communications personnel. This would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as mission failure during Defense Support of Civil Authorities (DSCA) disaster response activations. Original Equipment Manufacturer (OEM): JPS Interoperability Solutions, Inc. is the sole developer, manufacturer, and proprietary rights holder of the MCC-4, MCC-8, and Z-Series controllers. JPS sells these proprietary items directly and does not maintain third-party distributors for these specific assemblies.
