Full Description

This is a Justification and Approval (J&A) for Other than Full and Open Competition to solicit and award a USPSC resident-hire Senior General Development Advisor through Limited Competition. According to AIDAR 706.302-70, a full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.
