USAID/DRC is extending the contract No. AID-660-C-15-00001 with Chemonics for an additional year by transferring up to $3 million from supplementary COVID-19 funds designated for education programming. This action is justified under the Expedited Procedures Package approved in March 2020, allowing for use of other than full and open competition due to the urgent need to respond to contagious infectious disease outbreaks. The contract extension supports Chemonics in delivering a distance learning program through an interactive audio instruction model to help Congolese students continue their education despite COVID-19-related school closures. This measure enables the continuation and scaling of education efforts amidst pandemic disruptions, focusing on maintaining access and learning opportunities for affected students in the Democratic Republic of Congo. The contract is managed by USAID’s Education Office in Kinshasa, and key contacts for this contract include Andre Guy Soh and Malu Boyenge. This extension aligns with the broader goal of mitigating the educational impact of the pandemic by leveraging flexible mechanisms for rapid implementation of critical programming.

Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.
