The General Services Administration, Office of Facilities Management in Region 9, is seeking a region-wide support service contract for branded lighting control systems across fifteen federal buildings. These systems were originally installed starting in 2015 as part of Energy Conservation Measures under Energy Savings Performance Contracts. Because the manufacturer warranties have expired and thirteen of the fifteen facilities currently lack necessary support agreements, the agency has determined that a single consolidated contract is the most efficient and cost-effective approach to ensure continued maintenance and software upgrades. Under solicitation 47PK0221Q0029, the agency has issued a Justification and Approval for other than full and open competition to award a sole-source contract to Westview Productions, LLC. This decision is based on the vendor being the only certified programmer and installer on the West Coast capable of providing the required 24/7 technical support and software maintenance for these specific systems. The contract is managed out of San Francisco, California, under NAICS code 541513.

Full Description

The Office of Facilities Management (OFM) in (PBS) Region 9 implemented branded lighting control systems across multiple facilities as part of Energy Conservation Measures (ECM) associated with Energy Savings Performance Contracts (ESPC) starting in 2015. Since the post installation of the ECMs, the manufacturer's warranty ended and the need for continued maintenance and support still exists. Two of the fifteen R9 facilities have established short-term agreements through the on-site Operations & Maintenance (O&M) contractor, but the remaining thirteen (13) facilities are without needed support agreements. Region 9 has determined that it would be most efficient and cost effective to award a single, region-wide support service contract for all installed lighting systems rather than issuing contracts for separate buildings.
