The U.S. Army Corps of Engineers, Walla Walla District, intends to award a sole source contract to RSMeans, owned by Gordian, for the procurement of cost pricing data and licenses. This action is a follow-on to a 2016 agreement and is designated as a sole source acquisition because RSMeans is determined to be the only responsible source capable of satisfying the agency's specific requirements. The primary objective is to update cost book data from 2016 to reflect current 2021 pricing values, ensuring the data is formatted for integration into the updated 2021/22 USACE Cost Book. The contractor will provide raw data including labor, material, and equipment costs, as well as government-specific cost items. While the USACE maintains its own National Labor Library and Equipment Manual, it relies on the contractor for material prices and crew compositions based on CSI Tasks. This requirement falls under NAICS code 541513 and is managed by the USACE District office in Walla Walla, Washington.
