AI Contract Overview

The contract involves a lease extension for space currently occupied by the Social Security Administration (SSA) and the Department of Health and Human Services (HHS) at 1301 Young St, Dallas, TX. The existing lease, which covers approximately 315,649 rentable square feet (RSF), is set to expire on September 30, 2017. This action seeks approval to extend the lease for an additional 24 months with partial termination rights, allowing continued government occupancy while long-term replacement space is secured. The extension will cover 309,851 RSF, reflecting a reduction of 5,798 RSF of currently vacant space, with an estimated contract value of $13,788,369.50 based on a negotiated rate of $22.25 per RSF, which is below the Dallas CBD market average of $24.56 per RSF. This rate includes fully serviced office space and associated operating costs. The justification for this contract under the "Other than Full and Open Competition" clause is based on FAR 6.302-1, which permits lease extensions without competition when only one responsible source is available that can satisfy the government's immediate needs. Market research using several data sources confirmed the cost reasonableness of the proposed lease extension. No other offers were solicited due to the need for government continuity in the current location until the replacement lease is finalized, which will be competitively awarded. The contract underwent thorough internal review and approval by the relevant contracting and legal officials to ensure compliance with all statutory and regulatory requirements and to certify that the proposed action represents a fair and reasonable cost to the government.
