Justification for Other Than Full and Open Competition

The Department of Housing and Urban Development's Office of Single-Family Housing, specifically the Office of Single-Family Asset Management, requires the continuation of Field Service Management (FSM) services to ensure uninterrupted property maintenance and preservation for HUD-owned properties. To meet this urgent need, HUD plans to realign several FSM contract areas to an existing contractor, DGG RE Investments, LLC d/b/a Guardian Asset Management, known for its strong performance. This realignment covers multiple areas, including 4A (Indiana, Kentucky) and 8A (Florida, Puerto Rico, Virgin Islands), which will be integrated into DGG's area 3A contract, as well as areas 4D (Iowa, Nebraska, South Dakota, Wisconsin) and 5D (Minnesota, Montana, North Dakota, Wyoming) to be realigned with DGG's area 1D contract. Additionally, area 1P (Michigan) will be transitioned to DGG's 3P contract. This action is justified under a non-full and open competition process due to the critical nature of these services and the necessity of preventing any disruption. The contract, associated with NAICS code 531390, is managed by the Atlanta Operations Branch of HUD, with Sharon Washington as the point of contact. The primary goal is to maintain seamless property management across the designated regions by leveraging the expertise of an already established contractor, thereby avoiding any lapses in service that could affect HUD-owned properties.
