Justification for Other Than Full and Open Competition – Life Safety System Integration Services

The Federal Bureau of Investigation is pursuing a sole-source contract under FAR 6.302-1(a)(2)(ii) to extend integration services for its existing CLSS Horizon fire alarm and mass notification system, awarding the task to incumbent contractor M.C. Dean, Inc. This action is justified on the grounds that only this vendor possesses the unique, institutional knowledge of the custom system architecture—including its databases, alarm logic, graphical interfaces, and live operational environment—making all other potential sources technically incapable of performing the work without unacceptable delay or substantial duplication of cost. The estimated value of the contract is $167,025, covering both base and unexercised option CLINs tied to the phased activation of new FBI facilities; options will be funded and activated only upon the emergence of bona fide needs and availability of fiscal year appropriations. Performance is required on-site at FBI campuses, with specific emphasis on facilities in Alabama and other locations where the system must be seamlessly integrated into live production environments without disruption. The Government retains final acceptance authority, with inspection and validation processes based solely on pre-established configuration baselines and site-specific protocols coordinated through the Authority Having Jurisdiction. No competitive solicitation or evaluation process is planned, as the acquisition is non-competitive by regulation, relying entirely on the contractor's prior role in designing and commissioning the system. No formal contract clauses, packaging standards, labeling requirements, military specifications, or detailed payment or invoicing instructions are included in the justification, which serves solely to validate the sole-source selection under the statutory exception for only one responsible source. All key personnel and technical work must align with the existing system’s proprietary structure, and while no formal security clearances are stipulated, access to FBI facilities and integration into a law enforcement operational environment necessitates adherence to stringent site access and cybersecurity protocols.
