K9 Transport System Installation
1.0 PROJECT TITLE
K-9 Transport Vehicle Custom Fabrication and Electronics Upfitting for Government-Furnished 2025 Ford Expedition (VIN: 1FMJU1G81SEA37022).
2.0 BACKGROUND
Strategic Weapons Facility Pacific (SWFPAC) requires a fully integrated, safe, and secure canine transport vehicle to support military working dog (MWD) operations. To ensure the safety of both the canine and the handler, a standard passenger SUV must be heavily modified with specialized climate control telemetry, mechanical egress overrides, and a heavy-duty physical containment kennel.
3.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) VEHICLE
The Government will furnish the following equipment to the Contractor’s facility (see paragraph 6.0 below for contractor facility requirements) for the performance of this contract:
- One (1) 2025 Ford Expedition (GFE Vehicle) (VIN: 1FMJU1G81SEA37022).
- The GFE vehicle will be delivered to the Contractor's designated facility in a clean, working condition.
4.0 SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, and technical expertise necessary to procure, deliver, install, and test a K-9 transport system and integrated electronics suite. The installation shall be performed on a GFE vehicle.
The scope of the work includes the physical interior fabrication, window containment barriers, dual-ventilation mechanics, electronic climate-monitoring alarm telemetry, and a remote-controlled mechanical emergency door-release system.
5.0 TECHNICAL SPECIFICATIONS & REQUIREMENTS
5.1 Physical Containment Insert (CLIN 0001)
The Contractor shall provide and install a heavy-duty, rattle-free aluminum K-9 containment insert designed specifically for a 2025 Ford Expedition. - All work must be completed and the GFE vehicle must remain at the Contractor’s facility.
- All equipment shall be installed in strict accordance with the original equipment manufacturer (OEM) instructions and standard automotive upfitting best practices.
- All electrical integrations must utilize ignition-switched power and include low-voltage protection to prevent parasitic drain on the vehicle’s primary battery.
6.0 PLACE OF PERFORMANCE
The contractor’s facility must meet the following requirements:
- The Contractor’s facility must be an enclosed, secure, and weather-protected automotive shop environment.
- The Contractor’s facility must be located within a 75- driving miles radius of Naval Base Kitsap-Bangor (Silverdale, WA) to facilitate reasonable drop-off and pick-up of the GFE vehicle by Government personnel. NOTE: The contractor must disclose the name and location (full address) of the contractor’s facility where the work will occur and where the GFE vehicle will be stored. Failure to meet this requirement will deem the quote non-responsive.
7.0 LOGISTICS AND GFE VEHICLE HANDLING
- Delivery: The Government will be responsible for delivering the GFE vehicle within 2 business days to the Contractor’s facility once the Contractor is ready to begin physical work.
- Pickup: The Government will retrieve the GFE vehicle from the contractor’s facility upon final acceptance within 5 business days (see paragraph 9.0 below).
- Care in Custody: While the GFE vehicle is in the possession of the Contractor, the Contractor assumes full liability for the physical security and protection of the vehicle against theft, vandalism, and weather damage. The vehicle must be stored in a locked, secure facility during non-working hours.
8.0 PERIOD OF PERFORMANCE
All work shall be completed within sixty (60) calendar days from the date of contract award. This includes all time required for parts procurement, physical upfitting, system testing, and final Government acceptance.
9.0 DELIVERABLES AND MILESTONES
The Contractor shall complete all work within sixty (60) calendar days of contract award and provide the following deliverables:
- The Contractor shall notify the Government Point of Contact (provided upon contract award) upon successful completion of all physical installation, fabrication, and wiring work.
- The Contractor shall provide a formal report verifying that all electronic systems were successfully tested (temp sensor, remote door pop, alerts).
- The Government will conduct a final inspection and accept the completed vehicle at the Contractor's facility prior to pick-up and final Government acceptance.
