Kane Spring Project

The Kane Spring Project, solicitation number DB-2026-1, is a multi-benefit initiative by the State of California Department of Water Resources located in Imperial County. The project covers approximately 5,099 acres along the southwest shore of the Salton Sea and aims to implement water and vegetation-based dust control, enhance shoreline bird habitats and wetlands, and improve water use efficiency. Eligible bidders must be DIR Registered Public Works Contractors and demonstrate a bonding capacity of at least 130 million dollars. Key requirements include the submission of a Statement of Qualifications and Proposal by December 4, 2026, and adherence to strict organizational conflict of interest policies. The Department has established participation goals of 25 percent for California certified small business/microbusiness and 3 percent for Disabled Veteran Business Enterprises. Award criteria include an initial responsiveness evaluation and a pass/fail assessment, with final acceptance contingent upon the successful completion of performance tests.
