The Naval Air Systems Command (NAVAIR) awarded a sole source firm-fixed-price contract modification to an Indefinite Delivery Indefinite Quantity (IDIQ) Contract with GE Aviation Systems LLC, doing business as Dowty Propellers. The remaining period of performance for this contract is 19 months. Federal Acquisition Regulations (FAR) Part 12 provisions were used with Dowty Propellers, 114 Powers Court, Sterling, VA 20166, for the effort associated with services to upgrade the R391 Propeller blades into a common fleet configuration, as well as upgrade capabilities that increase reliability, on wing time, and durability of the polyurethane and the leading edge guard. This sole source acquisition was procured under the authority of FAR 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Dowty Propellers is the sole designer, developer, and manufacturer of the R-391 Propeller and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject propeller system to provide the required supplies and services within the required timeframe.
