This solicitation issued by Brookhaven Science Associates (BSA) under solicitation number AB471552 requests Firm Fixed Price (FFP) quotations for supply of 8,685 units of a specified KEL electrical connector (model 8930E-068-178MS-F) to be delivered to Brookhaven National Laboratory (BNL) in Upton, New York. Pricing proposals must be all-inclusive, covering the item price as well as freight, packing, and handling charges, as the BNL purchase order will not separately reimburse shipping costs. Offerors are required to submit their quotes in the name of the contact person, include current date and lead time information, and provide a published price list or web-based price verification for price justification. Registration in the System for Award Management (SAM) database with a Unique Entity ID is mandatory for all potential vendors to ensure compliance with Department of Energy (DOE) and federal reporting requirements. Awards will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible and responsive offeror who meets all technical requirements outlined in the solicitation. The pricing offered must remain firm for a 60-day period following submission. Inspection and acceptance will occur at the destination specified (BNL), with risk and title transferring upon acceptance. The scope includes adherence to multiple federal regulations and standards, such as Buy American Act mandates, energy efficiency and sustainability standards (e.g., EPEAT®, ENERGY STAR®), anti-counterfeiting provisions, and OSHA hazard communication protocols. The contract incorporates numerous FAR clauses addressing ethics, cybersecurity, export controls, whistleblower protections, and prohibited sources of equipment—reflecting stringent compliance and security obligations. Invoices are to be submitted to the specified BSA accounts payable office, and all deliverables must conform to quality standards detailed in the contract. No options or extensions are specified, and the solicitation sets a submission deadline of January 6, 2026, with Alysha Benincase as the primary point of contact.

The anticipated period of performance begins in November 2026 for a base year, with four optional one-year increments extending the potential term through November 2031.
