The Ohio Department of Natural Resources (ODNR) manages campgrounds at 76 State Parks, with over 8,970 campsites. This project is a continuation of the ongoing campground improvements that began in 2015. ODNR is seeking professional design services for the design and construction administration required for this project. The design for this project will include investigation and assessments of existing utilities/infrastructure (water, sewer, storm drainage, electric, paving) that will support the planned new building. This assessment will consider the condition of materials, sources of service, capacity, and expansion potential. The Kelleys Island Campground Showerhouse Replacement Project aims to improve several areas of the current campground. Key priorities include constructing a centrally located, ADA-compliant shower house that will feature a family restroom and laundry area, as well as demolishing the two existing shower houses. Additionally, the project will either renovate the existing campground restroom or replace it with a new code-compliant facility as funding allows. The planned approach will reduce the total number of shower house structures on site, simplifying maintenance and cleaning responsibilities for park staff. Public and client use requirements will be defined through the development of a Program of Requirements. ADA accessibility, public appearance, Life Cycle Cost Analysis considerations and the development of potentially multiple creative design concepts will all be incorporated in the design process. Due to the existing buildings being demolished due to their age and condition, a Hazardous Materials Assessment will be included. The Kelleys Island Campground will remain open and operational throughout the duration of construction; therefore, the existing shower houses must remain functional. Furthermore, due to the seasonal constraints on island access, project planning must account for the associated limitations on construction resources and logistics. As scope and associated costs are refined, scope and budget may be added or removed as ODNR initiatives and funding allow. Scope of Services: The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design phase, and provide construction administration services. Permitting and/or coordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Dam Safety Program, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplain administrators will be required. The selected firm will provide the engineering analysis and calculations needed to advance the design, including structural, geotechnical, and hydraulics engineering. All design and construction shall comply with the current editions of all applicable national, state, and local codes, as well as accessibility standards, including ADA, ICC A117.1, and the ABA Outdoor Developed Areas Guidelines. The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these design guidelines which will serve as the preference for all construction projects when developing final project specifications. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, develop & maintain estimates of probable construction cost, value engineering, project schedules & construction schedules, Life Cycle Cost Analysis (LCCA) reports, GIS As-built deliverables Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. During the construction period, provide not less than 12 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience with similar scope (campground operation facilities). 2. Experience with environmental permitting and cultural resources assessment services. 3. Ability to manage design and construction projects in an occupied State Park setting. 4. Experience with public facing and architecturally unique building design concepts. 5. Experience planning and managing projects where access and material availability are limited (e.g., island locations). 6. Ability to design project scope within budget in current market conditions with regional cost factors. 7. Experience coordinating architectural design with multidisciplinary engineering teams to address complex utility, environmental, and site infrastructure challenges. 8. Experience managing the State of Ohio contract documents and OAKS CI. 9. Experience with ODNR Capital improvement projects. 10. Experience developing public use facilities able to endure inherent heavy wear and demanding conditions.
