Kenya: Crowd Control and Less-Than-Lethal Riot Response Training

The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications for a cooperative agreement titled Kenya: Crowd Control and Less-Than-Lethal Riot Response Training. The program aims to enhance the capabilities of Kenyan law enforcement in public order management and the safe use of force to protect citizens and interests during civil unrest, specifically surrounding the August 2027 elections. With a total funding availability of 1.6 million dollars for one to two awards, the project is expected to last 12 months starting in November 2026. Key objectives include conducting a comprehensive capabilities assessment, delivering targeted training on less-than-lethal techniques and de-escalation, and establishing a sustainable cadre of certified police instructors through a Train-the-Trainer program. Eligible applicants must possess a Unique Entity Identifier via SAM.gov and provide certifications regarding anti-discrimination and trafficking in persons compliance. While for-profit entities are eligible, Public International Organizations are excluded. Proposals must be submitted via grants.gov by September 10, 2026, and include a project narrative limited to 25 pages, excluding the performance monitoring plan, risk analysis, and timeline. Evaluation is based on a 100-point scale focusing on project design, implementation feasibility, and budget realism. Notably, the procurement of new less-than-lethal weapon systems or munitions is prohibited, as the program must leverage existing National Police Service inventory.
