Barkley Dam Spillway Machinery Painting The U.S. Army Corps of Engineers, Nashville District, is preparing to issue a firm fixed-price invitation for bid for the painting and surface preparation of spillway gate machinery at Barkley Dam in Grand Rivers, Kentucky. The project encompasses the cleaning, prep work, and application of a single consistent coating system across all twelve gates, requiring the removal of all non-adhered coating and repair of corrosion to restore surfaces to like-new condition. Surface preparation must comply with SSPC-SP-3 using power shrouded tools with vacuum collection for lead containment; where this method is not feasible, SSPC-SP-1 and the prescribed coating system must be applied. Strict operational constraints prohibit disassembly of any active machinery components such as motors, gearboxes, or bearings, but permit removal of non-active covers and guards to maximize coating access. The contractor must coordinate with project staff to schedule bulkhead placement for gate raising and must ensure no more than three gates are out of service at any time, while maintaining continuous Corps access to the intake gantry crane. The anticipated period of performance is approximately 450 calendar days from the notice to proceed, with an estimated contract value between one and five million dollars. This procurement is restricted to Service-Disabled Veteran-Owned Small Businesses under NAICS code 238320, with a size standard of $19 million, and all bidders must be registered in both SAM.gov and the Procurement Integrated Enterprise Environment (PIEE), where bids must be submitted electronically as Adobe PDF files using the Proposal Manager role. A pre-bid site visit is planned, though the date remains unspecified, and attendance is strongly encouraged to assess local conditions affecting performance and cost. All participants must wear full personal protective equipment including hard hats, safety glasses, reflective vests, and steel-toed shoes, and each business may send only two representatives. U.S. citizens must submit a site visit request form five days prior to the event, while foreign nationals must submit the required form and legible copies of two qualifying identification documents no later than thirty days in advance. The solicitation is expected to be released on or around July 17, 2026, and will be posted exclusively on SAM.gov and the PIEE Solicitation Module; bidders are responsible for monitoring these platforms for amendments, answers to questions, and updates, as no official mailing list will be maintained. Formal bid submission is required through PIEE, and no bids will be accepted via any other means. The final contract will incorporate specific inspection
