AI Contract Overview
The Key West Wastewater Treatment Plant Resilience Plan project seeks comprehensive engineering and planning services to enhance the facility's durability and operational efficiency. The project involves conducting a feasibility study to evaluate the current condition of the plant, which was originally built in 1986 and upgraded to Advanced Wastewater Treatment in 2001, with a permitted capacity of 10 million gallons per day. The selected consultant will analyze wastewater generation data, population growth trends, and other relevant factors to develop a range of resilience strategies, including potential upgrades to the existing infrastructure, the implementation of waste-to-energy solutions, shoreline hardening, and roadway elevation, while also advising on regulatory permitting requirements. The contractor will be responsible for producing detailed cost estimates for each proposed alternative, considering capital, operational, environmental, and maintenance costs, and comparing these options against the possibility of constructing a new plant. The overarching goal is to identify the most cost-effective, sustainable, and resilient solution to meet the community’s wastewater treatment and energy needs, accounting for episodic events that could impact long-term plant performance. The project emphasizes a holistic approach to resilience planning, environmental compliance, and community outreach, with a focus on ensuring the facility’s capacity to withstand future challenges while maintaining regulatory adherence. The solicitation was posted on February 3, 2024, with a response deadline of March 6, 2024.

Full Description
The wastewater treatment plant was originally constructed in 1986 and upgraded to Advanced Wastewater Treatment (AWT) in 2001. The facility has a permitted capacity of 10 million gallons per day (MGD). The plant is in a period of rehabilitation and evaluation of needs to modernize and extend the life of the facility. The proposed project involves a Feasibility Study to: Assess existing conditions, Collect data on wastewater generation rates, Population growth and other factors that may impact the plant's performance, Develop a range of resilience options. These options may include: o Upgrades to the existing plant o Implementation of a waste-to-energy facility o Shoreline hardening o Roadway elevation o Advise on any regulatory permitting requirements.
The Contractor will also develop detailed cost estimates for each alternative, including capital costs, operating costs, environmental impact costs and long-term maintenance costs against the cost of constructing a new plant. The goal is to determine the most cost-effective and sustainable option for meeting the community's wastewater treatment and energy needs in the most resilient way possible and consider potential episodic duress that could impact the plant's long-term performance.
