This is a Pre-Solicitation notice issued in accordance with RFO 5. This notice is not a request for proposals or quotations. A formal solicitation will be issued at a later date.


The Government intends to issue a sole-source solicitation to Keysight Technologies, Inc. under the authority of RFO 6.302-1, Only One Responsible Source. Keysight is the Original Equipment Manufacturer (OEM) and only known source with the technical capability, proprietary data rights, and authorized distribution necessary to provide the required items. 




Requirement Description: The 402nd Software Engineering Group at Robins AFB, GA requires the procurement of Keysight [insert item(s): e.g., Modular Power Meters, P‑Series, Keysight Care Support, or specific VDATS‑related components]. These items are required to support the Versatile Diagnostic Automatic Test Station (VDATS) and associated test equipment. Only Keysight can provide OEM‑certified hardware and support that meets system compatibility, calibration, and sustainment requirements.
