Keystone Human Services is soliciting a qualified General Contractor for the remodeling of 3 single-story houses in the Wilkes-Barre area in order to comply with ADA accessibility standards. Bids must be submitted electronically via PennBid no later than 10:00 a.m. on June 16, 2026, after which bids will be opened privately, but total Lump Sum amounts will be publicly available after review. Prospective bidders are required to attend a mandatory prebid meeting and site walkthrough on May 26, 2026, at 10:00 a.m., starting at 6 Valleyview Drive, Swoyersville, PA. The architect will respond to Bidders’ questions received until June 9, 2026.
Project consists of remodeling 3 existing single-story houses in the Wilkes-Barre area in order to make them compliant with ADA design standards along with exterior improvements, new lighting, HVAC and finishes. 1. The scope of work at Warren Ave includes adding an accessible ramp at the front entrance, reconfiguring the bathrooms to make them ADA compliant, new plumbing fixtures, regrading the existing driveway, sidewalk leveling, new lighting and power, and new finishes. 2. The scope of work at Valleyview Dr includes adding a new concrete front porch with an ADA accessible ramp, reconfiguring the bathrooms to make them ADA compliant, new plumbing fixtures, new accessible outdoor deck with a ramp, new lighting and power, relocating the electrical meter box, and new finishes. 3. The scope of work at Stucker Ave includes adding a new concrete accessible ramp at the front and side entrances, reconfiguring the bathrooms to make them ADA compliant, new plumbing fixtures, new HVAC system, reconfiguring the existing kitchen, new lighting and power, new vinyl siding, new windows, and new finishes.
General Contractors will be bidding on the work of all 3 houses. Bidding only on one or two houses is NOT PERMITTED.
The project is partially funded by the Redevelopment Assistance Capital Program (RACP).
