The Department of Defense, through the Space and Naval Warfare Systems Command (SPAWAR) and the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (C4I) Information Assurance and Cyber Security Program Office (PMW 130), plans to issue a full and open competitive Request for Proposal (RFP) for development and procurement of approximately 1,800 cryptographic modules. These modules will provide TRANSEC capabilities utilizing a modern algorithm while interfacing with a legacy TD-1271 UHF DAMA multiplexer device. The solicitation is expected to be released in the fourth quarter of fiscal year 2017, aiming to support PMW 130’s cryptographic modernization efforts. The contract will include cost reimbursable line items for development and fixed price options for production, with an initial 12-month base period and four one-year option periods. The Government previously issued a Request for Information (RFI) in May 2015 to guide this acquisition, determining after analysis that full and open competition was appropriate. Small businesses that were unable to respond to the RFI are encouraged to express interest by early May 2017. This notice does not represent a commitment by the Government, nor does it provide reimbursement for costs incurred by respondents. Interested parties are advised to monitor Federal Business Opportunities and SPAWAR E-Commerce Central websites for further updates and to submit any questions in writing to designated contract officials. The performance location is San Diego, California, under the Naval Information Warfare Systems office.

The period of performance will include 12 months for the base year and four one year options. The Government previously released a Request for Information (RFI) in May 2015, which can be found under Solicitation Number MKTSVY-103456 and has been provided as an attachment to this pre-solicitation notice for informational purposes. Based on the analysis of the responses to this RFI, in accordance with FAR 19.5, the Government determined this requirement would be solicited on the basis of full and open competition. Recognizing that the RFI was released approximately two years ago, the Government encourages any small business firm, capable of meeting the RFI requirements that did not have an opportunity to respond previously, to notify Joseph Gonzales at contact@example.gov or the Contracting Officer, Kimberly Reidy at contact@example.gov of its interest in the procurement by 8 May 2017. This pre-solicitation notice shall not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Any questions/comments shall be submitted in writing to the Contract Specialist, Joseph Gonzales at contact@example.gov or the Contracting Officer, Kimberly Reidy at contact@example.gov. Future information, if released, will be synopsized on the Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov/ and SPAWAR E-Commerce Central website at https://e-commerce.sscno.nmci.navy.mil/. Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
