Request for Response for Camps for Department of Mental Health Referred Children Master Agreement
Solicitation # BD-26-1022-DMH08-8210C-121465
The Massachusetts Department of Mental Health is establishing a Master List of approved camps through solicitation BD-26-1022-DMH08-8210C-121465 to provide services for children during the summer, from June through Labor Day, and other non-school periods. The program is designed to support a diverse range of participants, including DMH clients living in the community, siblings of DMH clients, and children and adolescents receiving services via the Children’s Behavioral Health Initiative. The agency seeks a variety of providers, ranging from community-based organizations to highly specialized camps equipped for youth with behavioral health needs. To be eligible, programs must operate on a permanent site for recreation or instruction, serve at least five unrelated children, and operate for four or more days or nights. This is a rate-based Master Agreement with an anticipated annual spend of up to 1,000,000 dollars and a total maximum duration of 10 years. Awards are based on best value overall, with significant weight placed on the Supplier Diversity Program, which accounts for at least 25 percent of total evaluation points. Contractors must comply with Department of Public Health Camp Regulation 105 CMR 430 and adhere to environmental sustainability guidelines, including a prohibition on single-use individual plastic bottles. Applications are submitted via COMMBUYS, with a final deadline of June 1, 2036. Required submissions include a signed application with a pricing statement, a current DPH approved camp license, proof of liability insurance, and a Supplier Diversity Plan.

************************AMENDMENT 00001, Questions and Answers******************** The purpose of this amendment is to include the questions and answers below: Question 1: Is our proposal supposed to include the price for three camp sessions, or only one? Answer: The proposal should include the price for three camp sessions occurring between the Period of Performance. Each camp session pricing stands alone and is to include all costs. The expectation for an award is sometime in June 2025. Question 3: Is there any incumbent/recompete or is this a brand-new project?
