AI Contract Overview
The U.S. Army Corps of Engineers Baltimore District is soliciting proposals for the design-build construction of a new approximately 150,000 square foot Kimbrough Ambulatory Care Center at Fort Meade, Maryland, under solicitation number W912DR26RA033. The project involves consolidating outpatient medical, dental, behavioral health, optometry, audiology, laboratory, radiology, pharmacy, and administrative services into a single integrated facility, while simultaneously demolishing six existing buildings and constructing a new central utility plant and surface parking. The acquisition will follow a Design-Build delivery method, with award anticipated in Q2 FY29, requiring the contractor to assume full responsibility for both design and construction, guided by the Program for Design and Facility Planning Functional Program to ensure alignment with Department of Defense medical facility standards. The solicitation is open to all eligible firms without set-aside restrictions, though no contract value estimate, pricing structure, or specific evaluation factors are disclosed in the available materials. Industry engagement was facilitated through an Industry Day held April 27–28, 2026, at the George H. Fallon Federal Building in Baltimore, Maryland, where firms were invited to attend general sessions and limited one-on-one interviews, with registration capped at two representatives per firm and required to be submitted no later than April 13, 2026. Attendance served only as an information-gathering opportunity and did not confer any advantage in the competitive process. Key government contacts include Contracting Officer Tamara Bonomolo and Contract Specialist Robert Ferebee, who serve as primary points of communication. The place of performance is Fort Meade, MD, with no formal delivery or inspection locations specified beyond the project site. While compliance with federal healthcare construction standards is implied, no explicit packaging, marking, invoicing, payment, or accounting data was provided, and no formal representations, certifications, or clause texts from FAR were included in the documentation. The event materials and attachments, including slides and attendee lists, are available for informational use, but the complete RFP document containing essential sections such as evaluation criteria, contract clauses, and detailed specifications remains unavailable.
