The U.S. Army Medical Research Acquisition Activity at Fort Detrick, MD, plans to negotiate a sole source procurement with Vecna Technologies for the provision of hardware, software, and systems engineering support to automate and electronically capture the medical pre- and post-deployment process at William Beaumont Army Medical Center, Fort Bliss, TX. Vecna Technologies has already begun work on the project, which has undergone changes to align with the operational needs of the new facility. Since the existing partnership includes established agreements and Vecna is uniquely qualified through prior integration efforts, awarding the contract solely to them avoids unnecessary delays, duplicated costs, and inefficiencies that would arise from competitive bidding. This procurement is authorized under FAR 6.302-1 as a sole source acquisition, reflecting the contractor's unique qualifications and prior work underway. Although it is not a request for competitive quotes, statements of capability from other responsible firms were still accepted until September 13, 2004, for evaluation. The contract, identified by solicitation number USA-SNOTE-040908-003, falls under NAICS code 541511, which pertains to custom computer programming services. Interested parties were directed to contact the designated Contract Specialist for further information.

The U. S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD, intends to negotiate a follow-on SOLE SOURCE procurement with Vecna, Technologies. The contractor will provide hardware and software and systems engineerin g for the automation and electronic capture of the medical pre and post deployment process at William Beaumont Army Medical Center, Fort Bliss, TX. Vecna Technologies has initiated work on this project and through no fault of their own, the location of the project as well as specific deliverables within the project have been changed to fit the business and clinical practice of the new facility. The e xisting partnership has resulted in a working relationship with established agreements that would have to be redeveloped, incurring unnecessary loss of time and expense to the Government. The current contractor is uniquely qualified in that they have alre ady begun working the integration piece for both systems. Competitive bidding would result in significant project delays, would require duplication of cost to the government, and would not result in cost savings. This is a SOLE SOURCE procurement under t he authority of FAR 6.302-1 and is not a request for competitive quotes. However, statements of capability to fulfill this requirement received from other responsible businesses prior to close of business on 13 September 2004 will be evaluated. Offerors responding to this notice must provide a statement of capability to the Contract Specialist. Please contact the Contract Specialist at +1 (555) 000-0000 or email: contact@example.gov
