Kirchoff Road & Northwest District Planning Study

The City of Rolling Meadows, Illinois, is seeking a professional planning firm to conduct a land use study for the Kirchoff Road Corridor and Northwest Industrial Quadrant, including Rohlwing and Hicks Roads. This study is intended as an amendment to the City's 2019 Comprehensive Plan to address post-pandemic societal changes and the potential redevelopment of the Arlington International Racecourse by the Chicago Bears Football Club. The project involves assessing existing conditions, establishing a community vision, and formulating land use recommendations through stakeholder engagement. Key deliverables include an existing conditions report, a vision and goals summary, a draft study for public input, and a final publishable study provided in PDF and editable design formats. Selection is based on a trade-off process evaluating the consultant's understanding of requirements, qualifications, portfolio, and price. While the core scope is defined, the City allows for optional scope enhancements and the use of sub-consultants at its discretion. The City retains final approval authority over all personnel assigned to the project to ensure technical competence and professional quality.
