The 377th MSG/SC at Kirtland Air Force Base intends to award a sole source bridge contract to Abacus Technology Corporation for mission critical C4 services. This action is taken under statutory authority 10 USC 2304(c)(1) to prevent catastrophic mission failure and service interruptions that would occur if a new contractor were required to ramp up for a short-term period. The contract is designed to succeed contract FA9401-14-C-0016, which expired on March 15, 2016. The proposed agreement consists of a one year basic period of performance with four additional three month options. While the government identified Abacus Technology Corporation as the only responsible source capable of performing these services without added investment or start-up costs, interested parties were given the opportunity to submit capability statements. The procurement falls under NAICS code 517110 and is managed by the Department of Defense.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The 377th MSG/SC, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-14-C-0016 which expires on 15 March 2016. The bridge contract will consist of a one (1) year basic period of performance with 4, 3-month options. The 377 MSG Contracting Division intends to make an award to Abacus Technology Corporation, 5454 Wisconsin Avenue, Suite 1100, Chevy Chase MD 20815. Interested parties may e-mail mary.maestas.1@us.af.mil, not later than 24 November 2015, 3:00 p.m. MST. All responsible parties may identify their interest and submit a capability statement which will be considered by the government. This notice of intent is NOT a request for competitive proposals. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contracting Officer listed in the first paragraph above. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award to a new contractor for a bridge contract would impact KAFB's schedules due to the ramp-up time required by a new contractor to support a short period of C4 services. A bridge contract must be executed to ensure that mission critical C4 support remains in place to sustain Kirtland Air Force Base's mission and the various missions of its mission partners. Loss of contract C4 support would have a catastrophic impact on AFNWC and all Kirtland AFB organizations resulting in mission failure and potential negative impacts across the Air Force. There is only one (1) contractor (Abacus Technology Corporation) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs.?

Requesting information for MISHAP ANALYSIS & ANIMATION FACILITY (MAAF) FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND SUSTAINMENT
Solicitation # FA940126Mishap
The Department of the Air Force, specifically the Mishap Analysis and Animation Facility (MAAF), is seeking sources for engineering, acquisition, and sustainment services to develop and maintain hardware and software solutions for aircraft flight recorder download and data decompression. The scope includes creating download capabilities for both undamaged flight recorders and bench-level extracted Circuit Card Assemblies across various solid-state architectures. These solutions must run natively on Red Hat Enterprise Linux or Microsoft Windows and ensure raw data extractions map to OEM-native binary formats for bit-exact transcriptions. The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense. The contractor is also required to independently negotiate Non-Disclosure Agreements with OEMs to obtain proprietary technical data.
