The Department of Commerce National Institute of Standards and Technology issued solicitation NB688000-16-01379 to establish a private Point-to-Point Wide Area Network connection with a bandwidth of 1.5 Mbps or greater. This T-1 network connects the NIST WWV / WWVB Radio Stations site at 2000 E. County Road 58 in Fort Collins, Colorado, to the NIST site at 325 Broadway in Boulder, Colorado. The service is designed to support essential network communications, including email, file transfers, research, and archiving. Technical requirements specify that the connection must utilize a buried copper pair line owned and maintained by Qwest Government Services, running 0.61 miles from 5701 N. Highway 1 to the main VB Building, and must terminate in an RJ45 connector for integration with existing NIST routers. This network connection is a critical component of the Continuity of Operations program, serving as a vital backup circuit to ensure the radio station remains operational and that NIST management can direct operations from the Fort Collins site during a national emergency. To mitigate the risk of infrastructure failure, this service must be provided by a different provider using a separate line from the primary fiber optic service. The contract period began on March 22, 2016, and includes a base year with four option years, with the award determined by the Lowest Price Technically Acceptable criteria.

Full Description

PURPOSE Provide a private Wide Area Network (WAN) connection of 1.5 Mbps or greater bandwidth between the NIST WWV / WWVB Radio Stations site in Fort Collins, CO, and the NIST site in Boulder, CO. This will support all the network communication needs of the radio stations site such as email, file transfer, research, archiving, etc. DELIVERABLES Point-to-Point 1.5 Mbps or greater T-1 Network connection between WWV / WWVB Radio Station, located at: 2000 E. County Road 58, Fort Collins, CO, and NIST located at 325 Broadway, Boulder, CO. TECHNICAL SPECIFICATIONS: - Point-to-Point 1.5 Mbps T-1 Network connection between WWV / WWVB Radio Station, located at 2000 E. County Road 58, Fort Collins, CO, and NIST located at 325 Broadway, Boulder, CO. - The T-1 Network connection must come to the Fort Collins site over a buried copper pair line that is owned and maintained by Qwest Government Services. This line is .61 miles and runs from the road beginning at 5701 N. Highway 1 to the main VB Building. - The service must be terminated in a RJ45 connector so that preexisting NIST-owned router and associated network equipment can be directly connected. - The service must be connected to the two stated locations continuously and must allow two-way data transfer up to 1.5 Mbs or greater. TECHNICAL CONSIDERATIONS This T-1 Network connection now serves as a vital back-up circuit for the continued operation of the Radio Station. Back-up service is also necessary because Ft. Collins has been designated as a site for the Continuity of Operations (COOP) program. In case of national emergency NIST Management would be moved to this site to continue to direct NIST operations. Internet service is critical for continuing operations. Currently the primary service is being provided by a Contractor using NIST owned buried fiber optic cable. For this back-up service, it is important to have a different provider using a separate line in case of service or infrastructure failure by either contractor. DELIVERABLE SCHEDULE The contractor shall start services: March 22, 2016. Please review attachments.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
