Kitchen Appliances/Ice Machines Repairs & PM at Lufkin State Supported Living Center

The Health and Human Services Commission is seeking bids for a fixed-price contract to provide on-demand repair and maintenance services for kitchen appliances and biannual preventative maintenance on all ice machines at the Lufkin State Supported Living Center in Pollok, Texas. The contract is scheduled to commence on September 1, 2026, with an initial one-year term ending August 31, 2027, and includes the possibility of a one-year extension. Bidders must submit a comprehensive response including mandatory exhibits such as affirmations, pricing sheets, contractor qualifications, equipment lists, and a Texas Identification Number application, all packaged and labeled properly with the bidder’s contact information and the solicitation number HHS0017301. Proposals must be received by May 25, 2026, via email, the HHS Online Bid Room, or mailed delivery, with file attachments limited to 25 MB and submitted in approved formats—PDF for signed documents and Microsoft Office formats for others, excluding image-based files. All work must comply with manufacturer instructions, federal and state regulations, and facility operational protocols, requiring contractors to use new, manufacturer-approved parts, provide written estimates before service, and obtain written work orders prior to performing any repair or maintenance. Technicians must be at least 18 years old with a minimum of two years of relevant experience, wear uniforms and ID badges approved by HHS, and be escorted at all times while on-site. Contractors are required to maintain comprehensive insurance coverage including $1 million per occurrence commercial general liability and workers’ compensation as mandated by Texas law, with HHS named as an additional insured and a waiver of subrogation. Subcontracting is prohibited without prior written approval, and no intoxicants or smoking are allowed on premises. Evaluation will be based on compliance with all requirements, demonstrated ability to meet performance and delivery timelines, past performance using a pass/fail standard from the Vendor Performance Tracking System, and overall value—not solely price—per Texas Best Value procurement law. The contractor must supply a 24/7 point of contact, submit monthly invoices referencing the purchase order number and work performed, and must not interrupt service during invoice disputes. Failure to meet any qualification, certification, or performance standard may result in disqualification or termination.
